NASBA Gateway System Unavailable August 25th – 28th
Please note the NASBA Gateway System will be unavailable Friday, August 25, 2023 to Monday, August 28, 2023. You will not have access to your NASBA CPA Portal account during this time. The Gateway System will be completely unavailable and neither NASBA nor the Texas Board will have access to your NTS information.

If you are scheduled to take the CPA Exam during this time, please print or download your Notice to Schedule (NTS) form before the scheduled outage. If you do not have an NTS form, you will not be able to take the test. The system will be back online Tuesday, August 29, 2023.

Important CPA Exam Dates and Deadlines
Please take note of the following important CPA Exam dates and deadlines. You may want to mark your calendars with these dates, as they pertain to the current and new exam.

  • August 31, 2023 – Last day to accept the Application of Intent (AOI) under the education requirements of the Public Accountancy Act of 2019.  More Info
  • September 1, 2023 – Effective date of the Public Accountancy Act of 2023 that includes the new education requirements. First day to accept AOIs under the new education requirements. More Info
  • September 17, 2023 – Eligibility applications received on this day will have 90 days of eligibility to test.
  • September 18 through November 13, 2023 – Eligibility Applications received will have less than 90 days to test.
  • November 13, 2023 –Last day for Board approval of Eligibility Applications for BEC.
  • November 22, 2023 – First day to apply for the new Discipline sections – BAR, ISC, TCP.
  • December 15, 2023 – Last day to take a section of the current CPA Exam – AUD, BEC, FAR, REG.

Effective 9/1/23: Take the Exam with 120 Hours
Effective September 1, 2023, the Texas Public Accountancy Act has been amended. It permits candidates with a baccalaureate or higher degree recognized by the Board and 120 semester hours of Board recognized courses, including no fewer than 24 semester hours of accounting, of which 21 must be upper level accounting, to take the CPA Exam. Please note that candidates are still required to have 150 semester hours of Board-recognized courses, six additional semester credit hours of upper-level accounting, and completion of a three-semester hour, Board-approved ethics course in order to become a certified public accountant.   More Info

Individual License Fee Increase
As a result of the Board's projected revenue, expenditures, and fund balances, modest fee increases are necessary to maintain the same level of operations for Texas licensees. Effective September 1, 2023, the annual individual license fee will increase from $85 to $97 (includes $10 scholarship fee). All other fees will remain the same. The Board is self-sustaining. All direct and indirect costs must be paid from what it collects in license renewal fees, firm registrations, exam fees, sponsor registrations, and other collections. Your individual fees may vary depending on your specific circumstances, the timing of your previous payments, and your current status with the Board. Please refer to Online Services for Individuals to check your specific status.

Scholarship Program Expanded
The Texas State Board of Public Accountancy (TSBPA) is pleased to announce thatHB-2217 was approved by the Texas Legislature. The Texas State Board initiated this legislation, which expands the scholarship for fifth-year accounting students to all Texas accounting students who have completed 15 semester hours of upper-level accounting coursework. The scholarship application and more information will be available on our website (tsbpa.texas.gov) under the "Scholarship" tab. A special thanks to Representative Angie Button and Senator Charles Perry for sponsoring this legislation. The effective date is to be determined.

Board Considers Extending Exam Credit to 30 Months
The Texas State Board of Public Accountancy will be considering rule amendments to increase the length of conditional credit for Texas CPA Exam candidates from 18 months to 30 months. This would allow candidates 30 months from the date of passing the first section of the exam to complete the remaining three sections without losing credit. The rule amendments will be considered by the Board's Qualifications and Rules committees. In accordance with the Texas Administrative Procedures Act, which requires Board adoption and public comment periods, the earliest this change could go into effect would be early October 2023.

The National Association of State Boards of Accountancy recently adopted amendments to the Uniform Accountancy Act (UAA) Model Rules which increase the length of conditional credit from 18 months to 30 months. The UAA Model Rules have no immediate effect on state Board rules but are provided as recommendations to encourage uniform adoption among states. Texas candidates remain under existing Board rules until the Texas Board adopts rule amendments.

Updated Prometric Water Policy
Effective May 1, 2023, Prometric will allow candidates to bring water into the test room during their exam. No other beverages are permitted. All water must be in a clear or transparent container with a lid or cap. All labels must be removed, and the container will be inspected for notes or other test aids during the security check. The candidate will need to remove the lid/cap for visual inspection by the Test Center staff. Should the container not meet the requirements outlined, the candidate will be required to put it in their locker and will not be allowed to take it into the test room.
Should a candidate require a non-water beverage during the exam, that still needs to be approved as a testing accommodation and added to the candidate's NTS, but a separate testing room will no longer be required. More Info Please contact NASBA with questions (aherjeczki@nasba.org, 615-312-3780)..

Non-Disclosure Agreement
Effective January 4, 2023, the AICPA will require acceptance of a Uniform CPA Examination Conduct and Non-Disclosure Agreement as part of the exam scheduling process through Prometric. This agreement outlines a code of conduct for maintaining the secrecy and confidentiality of the exam content. CPA Evolution: Key Tentative Dates Announced
The CPA Exam ischanging significantly in January 2024. Tentative application information and testing schedules for late 2023 and tentative testing and score release schedules for 2024 have been announced. If you pass and retain credit for all four CPA Exam sections by December 31, 2023, the changes to the CPA Exam and its future administration will NOT impact your status. If you will still be working your way through the CPA Exam in January 2024 and beyond, then the information about the CPA Evolution-aligned CPA Exam (the 2024 Exam) and its administration are most important to understand.

Important 2023 Administration Dates
Candidates should note that the last day of testing for all current CPA Exam sections (AUD, BEC, FAR, and REG) is December 15, 2023. No CPA Exam sections may be scheduled from December 16, 2023, through January 9, 2024, to allow for conversion of IT systems to the 2024 CPA Exam sections. Candidates are encouraged to plan their testing schedules accordingly.

Candidates wishing to take BEC in the latter part of 2023 need to know that
the Eligibility Application should be submitted to the Board no later than September 17, 2023 so that you have time to pay the exam fee to NASBA, schedule your exam with Prometric, and take the exam before December 15, 2023, which is the last day for testing in the current CPA Exam format. Please understand that Texas has a 90-day eligibility period, and you will not have the full 90 days if you submit the Eligibility Application for BEC after September 17, 2023.

Candidates applying for a discipline section – Business Analysis and Reporting (BAR), Information Systems and Controls (ISC), and Tax Compliance and Planning (TCP): Authorizations to Test and Notices to Schedule for BAR, ISC, and TCP may submit the Eligibility Application to the Board after November 22, 2023.

Eligibility Applications for AUD, FAR, and REG may be continually submitted and processed at any time for the core sections that will start in 2024; however, the scheduled blackout days do apply.

The Board will take into consideration the blackout days beginning in 2024 when calculating your 90-day eligibility period for AUD, FAR, and REG and for the new disciplines – BAR, ISC, and TCP.

Important 2024 Administration Dates
Please note that these dates are tentative pending further review by AICPA:
NASBA 2024 schedule

Testing is expected to begin on January 10, 2024, for all sections. While the core sections (AUD, FAR, and REG) will first be available for testing through March 26, 2024, the discipline sections (BAR, ISC, and TCP) will be available for testing through February 6, 2024. Scores are expected to be released only once per test section, per quarter, due to necessary standard-setting analyses and activities. Please refer to the above timeline for test date availability for the remainder of 2024.

Credit Extension and Transition Policy

Due to the limited testing schedule and delayed score releases in 2024, the Board will allow candidates with Uniform CPA Examination credit(s) on January 1, 2024, to have the credit(s) extended to June 30, 2025.

The new CPA licensure and CPA Exam model is a Core and Discipline model. The Board recognizes and maps thetransition policy for CPA Exam sections passed under the current CPA Exam to credit under the 2024 CPA Exam. Candidates who will start taking the CPA Exam in 2023 but continue to take sections in 2024 should review this policy.

Fingerprinting Enforcement
If your license had been suspended for failure to complete the legislatively mandated fingerprint-based background check, access your account through the Online Services and follow the instructions. After successfully completing the fingerprinting process, the suspension will be removed and your license will be eligible for renewal. Any late fees that accrue during the time of suspension will not be waived.

Fingerprinting Exemptions
The deadline for Texas CPAs to complete the fingerprint-based background check is August 31, 2022. Texas CPAs residing outside of the state and Texas CPAs that have a CPE exemption are still required to be fingerprinted. The only exemption from fingerprinting is to be eligible for and claim a retired or disabled license status with the Board prior to the August 31, 2022 deadline.
To check your fingerprinting status or learn how to complete this requirement, simply follow the instructions on your account page after logging into Online Services on the TSBPA website. Please refer to the Frequently Asked Questions page for more information.

CPA Evolution Transition Policy: What You Need to Know

2024 time change

As you may have heard, the Uniform CPA Exam is changing significantly in January 2024. The new CPA Exam consists of a new core + disciplines. It will continue to provide a strong foundation in accounting, auditing, and tax while adding increased emphasis in technology. All sections of the new Exam will test on technology knowledge and skills. CPA candidates will also test in their choice of one of the three new discipline sections, which are 1.) business reporting and analysis, 2.) information systems and controls, and 3.) tax compliance and planning.
  • If you successfully pass AUD, BEC, FAR and REG and retain credit for each before December 31, 2023, you do not need to test under the new 2024 CPA Exam. You must simply meet the other requirements for licensure and apply for your CPA license. If you have credit for BEC on the current CPA Exam, you will not need to take any of the three new discipline sections.
  • If you lose credit for AUD, FAR, or REG after December 31, 2023, you must take the corresponding new Core section of AUD, FAR, or REG. If you lose credit for BEC after December 31, 2023, you must select one of the three new discipline sections.
Reference the Transition Policy chart below and see what section of the 2024 CPA Exam maps to your current passed section. Your current credit will become a credit for the 2024 CPA Exam section.

The proposed 2024 CPA Exam blueprints and test design will be published on July 1, 2022, and the finalized Core and Discipline blueprints along with the test design will be published in January 2023. None of the sections of the current CPA Exam will be available for testing after December 31, 2023.

Fingerprint-Based Background Check Updates
If you have not already completed the fingerprint-based background check, Senate Bill 297 extended the deadline for Texas CPAs to August 31, 2022. Licensees who hold the retired or disabled status with the Board do not need to get fingerprinted, unless they seek reinstatement. To check your fingerprinting status or learn how to complete this requirement, simply follow the instructions on your account page after logging into Online Services on the TSBPA website. Please refer to the Frequently Asked Questions page for more information.

Fee Decrease
Effective September 1, 2021, the overall license renewal fee will be reduced from $75 to $70. The revised $70 fee includes the individual license fee of $60 (decreased from $65), plus the legislatively mandated $10 fee for the fifth-year accounting students scholarship program. The Board is self-sustaining. All direct and indirect costs must be paid from what it collects in license renewal fees, firm registrations, exam fees, sponsor registrations, and other collections.
The following table can be used as a general guide, but your individual fees may vary depending on your specific circumstances, the timing of your previous payments, and your current status with the Board. Please refer to Online Services for Individuals to check your specific status.

Prometric Continues Mask Mandate
Prometric continues to require everyone appearing at a Prometric testing center to wear masks for the foreseeable future. According to Prometric, this decision was made based on recent updated guidance and data from the U.S. Centers for Disease Control and Prevention (CDC) and World Health Organization (WHO). The only exception to the mask mandate rule at this time will be at sites on state universities where executive orders prohibit government agencies and institutions of higher education from mandating face coverings or restricting activities on their respective properties in response to the COVID-19 pandemic. Candidates will still be allowed to wear masks according to their comfort level at these sites, but masks will not be mandatory.

Prometric also announced it will resume metal detector wanding candidates prior to entering the test room, frequent physical walkthroughs of the test room, and the use of erasable note boards and markers. The resumption of these various touchpoint processes was based on Prometric's engagements with John Hopkins University and data from the CDC and WHO, which demonstrates COVID-19 transmission via touch is exceptionally rare.

Starting September 1, 2021, Prometric will no longer accept IDs that are more than 90 days expired. Prometric will continue to accept IDs that have expired within 90 days of the exam date for the interim.

Prometric COVID-19 Updates
Prometric continues to require everyone appearing at a Prometric testing center to wear an approved face covering for the duration of their time at the location, including test takers and test center staff. According to Prometric, "This policy is in accordance with Prometric's documented Safety Plan and the continuing guidance from leading public health officials including the U.S. Centers for Disease Control and Prevention that wearing face coverings along with other precautions significantly reduces the risk of coronavirus transmission. This provision will remain in force even in jurisdictions that have recently adopted less rigorous COVID-19 policies. • We've Moved!
Over the past few weeks, Texas State Board of Public Accountancy (TSBPA) staff has been busy packing up and relocating our office to its new location at  505 E. Huntland Drive, Suite 380 in Austin, Texas, 78752. About a year ago, the Texas Facilities Commission (TFC) notified our agency that we would need to relocate our office. Since we are a self-directed, semi-independent agency, the TFC specified that we needed to find our own building to lease.
The rising cost of commercial lease space in Austin made finding an affordable office space a challenging task. Unfortunately, it was too cost prohibitive for us to continue to lease office space in downtown Austin. However, we are able to reduce lease costs by sharing some office space with the Texas Board of Architectural Examiners at the new location in North Central Austin.
Although our mailing address has changed all of our phone and fax numbers remain the same. Visit our website for a complete listing of contact information for the Board. "I am excited about the opportunity to have new office space and to continue to deliver exceptional service to our licensees, candidates, and the public," said TSBPA Executive Director William Treacy.

• CPA Exam Extensions and Continuous Testing
We are aware that Texas CPA Exam candidates are still experiencing testing difficulties and delays due to recent sporadic test center closures and other COVID related complications. All Texas CPA Exam candidates with one or more credits on the CPA Exam that will expire on or before September 30, 2020, will be granted a 90-day extension of the credit to December 31, 2020. Currently the Board is not considering extensions of the credit beyond December 31, 2020. However, as of July 1, 2020, CPA Exam testing windows have been replaced by continuous testing, allowing candidates to take the Exam year-round. This allows applicants who receive a failing score to immediately reapply and retest. It is possible to take the same section of the Exam 2-3 times within a quarter, which reduces the time candidates may need to study and retake a section. Please continue to visit Prometric’s website to search for available appointments and for updates related to test center closures.

• Board Eliminates In-Person Class Requirements

• CPA Exam Continuous Testing Begins July 1
Starting July 1, 2020, CPA Exam testing windows will be replaced by continuous testing, allowing candidates to take the Exam year-round. Under the continuous testing model, scores will be released on a rolling basis and candidates will be able to retake a failed section without restrictions. The new model replaces quarterly testing windows that only permitted candidates to test during specified dates. The new continuous testing model provides greater candidate flexibility and convenience, with more than 75 additional testing dates available throughout the year. According to Prometric, 3,465 test events have already been scheduled between September 11-30, 2020, a previous blackout period, signifying increased flexibility and frequency in candidate testing. • CPA Exam Test Centers Update
As of June 1, 2020, a limited number of Prometric test centers in Texas are open at full capacity. Please check the "Site Occupancy Status" column on the Prometric site openings webpage. Candidates will receive an email from Prometric three days before their test date to confirm their appointment, and to acknowledge and agree to testing guidelines. If you are uncomfortable or unable to test for any reason, you can reschedule your appointment via self-service here, prior to your testing date.

Board Grants Additional Extensions in Response to Prometric Test Center Closures

• Notice to Schedule (NTS) Extensions
All Texas CPA Exam candidates with a Notice to Schedule (NTS) expiring between April 1 – September 30, 2020, will be extended until December 31, 2020.

• CPA Exam Credit Extensions
All Texas CPA Exam candidates with one or more credits on the CPA Exam that will expire on or before September 30, 2020, will be granted a 90-day extension of the credit to December 31, 2020.

Notice to Schedule and CPA Exam Credit Extensions will be communicated to NASBA and reflected on the candidates’ secure files on the Board’s website at www.tsbpa.texas.gov.

We understand that Texas CPA Exam candidates are having difficulty finding open testing sites and scheduling appointments so that they can test before the expiration of the Application of Intent. The Board has authorized the extension of approved Applications of Intent to December 31, 2020.

• Preparing for Your Fingerprinting Appointment - Photos and Masks
As part of the fingerprinting process, the Texas Department of Public Safety (DPS) requires candidates and CPAs to be photographed. Individuals who wear a face mask to their fingerprinting appointment will be informed that it will be necessary to remove the mask to have their photo taken so they can be easily identified. IdentoGO staff has been advised to maintain six feet distance when possible. Individuals who decline to remove their mask will be asked to reschedule their appointment for a later date.

• CPA Exam Test Centers Reopen on May 1, 2020

The CPA profession is considered an essential service. Prometric, the CPA Exam testing services provider, plans to reopen test centers beginning May 1 at centers where government regulations and guidelines allow. Social distancing guidelines and other safety measures will be implemented. All candidates with May appointments will be contacted by Prometric to either confirm or cancel appointments, as necessary, either because of new social distancing requirements or because their test center is not yet reopening. Candidates should visit Prometric's website and NASBA's website and check them frequently for updates.

In order to protect the health and wellbeing of test takers and staff, specific social distancing procedures will be implemented. This will require that fewer testing appointments will be available in order to allow appropriate distance between test takers in the centers. Additional operating guidelines will include allowing candidates to wear masks and gloves, wiping down all work surfaces between test events, ongoing disinfection of test centers and more. Information and instructions about new procedures at test centers will be provided to all scheduled candidates.

Prometric, the CPA Exam testing services provider, will extend the closure of all test centers in the U.S. and Canada until April 30, 2020, with planned resumption of testing on May 1. If your exam appointment is impacted by these closure extensions, you will receive a cancellation email from Prometric with instructions to reschedule. Candidates should visit Prometric's website and check it frequently for updates related to test center closures.

• NASBA Invokes Emergency Testing Period

The 20Q2 testing window will be extended from June 10, 2020, to June 30, 2020. The NASBA/AICPA/Prometric Contract Steering Group has made the decision to invoke an emergency testing period in anticipation of the reopening of Prometric test centers on April 16, 2020, and in response to the COVID-19 situation. Additionally, NASBA will extend all NTSs expiring between April 1 - June 30, 2020, until September 30, 2020, and Prometric will waive all rescheduling fees.

• Board Temporarily Accepting Electronic Transcripts

Due to the coronavirus (COVID-19) and the shelter-in-place orders established for states and municipalities, the Board is temporarily accepting electronic transcripts and e-scripts to document the educational coursework completed and degrees awarded for individuals who submitted the Application of Intent. The electronic transcripts/e-scripts must come to the Board directly from the Registrar's office at the educational institution. Please ask your Registrar's office to send your electronic transcripts/e-scripts to: transcripts@tsbpa.texas.gov.

• Board Adopts Emergency Rule Revision to Qualified Accounting Courses in Response to COVID-19 (Coronavirus)

The Texas State Board of Public Accountancy adopted an emergency rule revision to Rule 511.57 Qualified Accounting Courses. The rule revision has eliminated the requirement for candidates to take at least 15 of their 30 semester credit hours of upper division accounting courses from classes held in-person. The Board made the decision to adopt this emergency rule revision because many universities are moving classes online amid COVID-19 (Coronavirus) concerns.

The Board adopted the revision at its March 12, 2020 Board meeting. This change is effective immediately but will not apply retroactively. The emergency rule revision is good for 120 days and may be extended for an additional 60 days by Board action.

You will also be reminded to complete the fingerprinting requirement when you receive your annual renewal notice. However, there is no need to wait for your renewal month to complete the fingerprinting process. The most common question so far:

Fingerprint-Based Background Check — NEW Information
My fingerprints were rejected. What do I do now?
When fingerprints are processed by IdentoGO they could be rejected for various reasons. You will need to be fingerprinted again to meet the requirement, but free of charge. IndentoGO will contact you by the method you selected (email/phone/mail) with additional instructions. If you selected email, IdentoGO will send you a link to schedule another appointment. Or you can call IndentoGO at 855-845-7434 for additional information. If your second set of fingerprints gets rejected, you will not need to take further action. The second rejection will allow the Board to request a name search to gather the required information from the FBI. It takes several days after a second failure to complete a name check search and to update your account at the Board. A rejected set of fingerprints will not hold up the current renewal process of your license.

For CPA Exam Candidates Affected by Hurricane Harvey -  If you are scheduled to take a section of the CPA exam and are unable to test due to the closure of a Prometric test center or being displaced by the hurricane and subsequent flooding, the Board is extending your exam eligibility date through October 31, 2017. NASBA and Prometric are working with the Board to resolve candidate issues as quickly as possible.

At the March 9, 2017, meeting the Board considered and approved an amendment to Board Rule 511.80 Granting of Credit that allows a three month extension of CPA exam credits due to the delayed release of exam scores in 2017. The amendment affects applicants who have CPA exam credits that will expire between April 1, 2017 and September 30, 2018. It also provided a three-month extension for applicants who earn CPA exam credit as a result of testing between April 1, 2017 and May 31, 2017. While this amendment is preliminary, we anticipate final approval at the May 2017 Board meeting.

Worley Named to the Board
Gov. Rick Perry has appointed Philip Worley of Hebbronville to the Texas State Board of Public Accountancy as a public member. Mr. Worley's term will expire on Jan. 31, 2017.

A former dean of arts and humanities at Laredo Community College, Mr. Worley is a member of the Texas Medical Board District Four Review Committee and previously served on the board of the Texas Guaranteed Student Loan Corporation.

Receiving Wall Certificates
The Board provides new licensees with both a wallet card and a wall certificate reflecting their status as a CPA. The wallet card is sent when the new CPA registers with the Board. Because of volume and the cost of printing, wall certificates are printed only twice a year, right before each swearing-in ceremony. This can result in a delay of up to 8 months between when a new CPA registers and when he or she receives the wall certificate.

After a new CPA registers, the CPA is sent an invitation to attend the next swearing-in ceremony. These ceremonies are held in June and December of each year. Those who attend are presented their certificates at the ceremony. Certificates are mailed the following week to those who did not attend.

Swearing-in Ceremony, December 7, Austin
The Board's swearing-in ceremony for new CPAs is scheduled for this Saturday, December 7, in Austin. The National Weather Service has forecast the possibility of ice or freezing rain for parts of Texas beginning late Friday. If you are unable to attend the ceremony, your certificate will be mailed the following week.

Prothro Appointed Board's Presiding Officer; New Board Members Named
Thomas Prothro, CPA, of Tyler has been appointed presiding officer of the Texas Board by Governor Rick Perry. The governor also made four new appointments: Donna Hugly, CPA, Addison; Bill Lawrence, Highland Village; Susan Fletcher, Frisco; and Robert M. "Bob" McAdams, CPA, San Antonio. Steve Peña, CPA, of Georgetown, who was first appointed to the Board in 2008, was reappointed to a full six-year term.
